Biography
Tom joined Sandberg Phoenix in 2012, and he manages the firm’s Alton, Illinois, office. He concentrates his practice in commercial and business matters, including the formation or reorganization of businesses, representing clients in the purchase or sale of businesses, transactional work relating to contracts, leases and real estate matters involving business, and general business planning and advice for clients.
Tom has had a strong career in business and business law related matters. Tom has served as the CEO of a New York Stock Exchange Company, and he was instrumental in taking a start-up company to the New York Stock Exchange. Tom is the owner of a number of businesses from banking to trucking, and he is a consummate entrepreneur.
Tom has accumulated strong expertise in all areas of business law, concentrating in the small business arena for small to medium sized companies. Tom spends much of his time advising his clients on acquisition and sale strategies both from a legal and business perspective. Tom has applied his experience in the casino gaming business into a practice area involving Video Gaming Representation for Terminal Operators within Illinois as well as video gaming location owners. Tom has been licensed in five separate states by their respective Gaming Authorities. Tom also represents his clients in their business litigation matters. Tom does governmental and municipal work, and is the Village Attorney for the Village of Godfrey, Illinois.

Tom is the Chairman of the Board of First National Bank of Grant Park, Illinois; President of the Foundation for St. Anthony's Health Center in Alton; and a member of the Board of Directors of Liberty Bank in Alton, Illinois. In the past, Tom has served as President of the Southwestern Illinois Employers Association, the Riverbend Growth Association, and the Lewis and Clark Community College Foundation.

Tom is admitted to practice law in Missouri and Illinois, and he is also a Certified Public Accountant. He is an active member of the Illinois Bar Association and the Illinois C.P.A. Society. Tom is enrolled to practice in the Southern District of Illinois and The United States Tax Court. Tom also holds the Series 7 & 24 Securities Licenses.
Education
Tom earned his Juris Doctor from Southern Methodist University School of Law in 1976.
He obtained his Bachelor of Science in Business and Accounting from Eastern Illinois University in 1972.
